icon maker?

i am looking for a free online icon(avatar/display picture) maker so i can make my own msn pics. I tried most of the ones tht came up when i googled it but they all had like people.I want one that you can use pics of the internet to make them and text. if you have any sites please help:) thanks -Lacey -xox-
