How do you put funny captions on pictures?

I was really wanting to make funny pictures like these ---> http://cf2.polyvoreimg.com/thing.23943197.l.jpg but i'm not sure how help please. The boy in that pic is justin bieber when he was little :)

1. You get a picture. Go into an editing site, or program. Sites < Photobucket Picnik Paint.net Programs < Gimp Photoshop PhotoImpact X3 Choose text, write what you want for the text, put the text below the picture. Set the color font to black border, and white inside. Save.
