Not real in the slightest. The website you got that off of writes spoofs. I mean, they also had a story about a mermaid and a android getting a face lift. I would say that skull belongs to a much larger mammal (hyena) and the skin comes from a snake. Its a guess, but its not a fish.

There is a small reef fish called a jaw fish. They look nothing at all like the silly photoshopped picture. Look up "Yellow Head Jawfish".
