1. You need a photo editing program like photoshop, illustrator or paint.
2. Paint is the easiest if you have Windows. Or you could get gimp, the free alternative to photoshop. http://www.gimp.org/
3. If you just want to put text on a picture you can do that using Picasa 3, which is a free download at http://picasa.google.com/ I use good old MS Picture It 2002 which came bundled with my old computer for other effects, such as putting in speech balloons or making people appear in places they've never been etc.
4. You could also use http://bighugelabs.com/ The effect that you're looking for is called the "Motivator" and it's on the top, right of the list of editing options.
5. You have a lot of options. If with windows, click the start Button located to your left at the bottom of your screen,click all programs, accessories, paint. then hit the "A" on the left of your screen where the tools are and make a box on the white blankness by making your mouse drag into a box. To get the picture on you have to copy and paste it which is easy and I will explain below. If you do not have paint download sites like gimp. There just like paint maybe a bit more skill. OR go to Picnik.com and instructions are there for you. (The most easiest way) and its free. Copy and Paste = Right click your mouse click cope, go to the blank box on paint right click, click paste, your picture should appear and you can write on top of it by clicking the "A" I explained above with Paint, click the 2nd box under the tools also. I have wayyy more ways, but too lazy to write them all. :P
