What can i say or how can I sound like the police on a prank phone call?

First of all, it is not a prank phone call. Someone has been callin me and they will not stop. I already asked them to stop. It greatly disrupts my school schedule also. I tried blocking the number but my it costs money. How can I sound like i am the police? I just want to scare this person to stop.
