Passing information with Dynamic Banners? Please Help?

Ok, I am not sure if dynamic banner is the right term or not, but the banner type I am looking for will allow me to create a form for ppl to fill out and store that info in a database or something and then allow them to put a banner on their site that dynamically pulls the info from my site to display on there site (You see this method on the "Freebie Sites" to display how many refs you have or money you have made, etc) I want to display a user uploaded picture and about 3 - 4 lines of txt. Can anyone explain or point me to a tutorial on this process? I am new at programming but I am not sure if I use php or some sort of css sprite or what? All the help is appreciated. anybody? have any ideas at all? seriously! I like the answers, but I am not looking to rotate banners on my site, I am looking to do like yahoo does with the badge, pulls my questions and I can put them on my myspace so people can click on them. Dynamic info passed from yahoo to there banner on my myspace, or website, etc.

1. I guess you can say banner rotator or rotation. Search google for banner rotation. You will find many scripts already available. Only twist you have is to have users to upload their own graphics and texts for banners. CSS will make your site pretty. Javascript will do ratation function. PHP will do clean up and validation of user input, and store/retrieve appropriate banners from database. PHP can also do rotation but it needs to refresh page each time you rotate the banner.
2. You want to use some PHP and link the persons name with a unique URL.
