what is that little program on vista that is like photobooth on a Mac?

My friend has a Vista laptop, and he has a program where you can take funny pics [with funny effects like "alien" or whatever] and then you can also make videos with your webcam that have an animal or something moving its mouth when you talk....just wondering, thanks. Oh and FYI, yes I could ask my friend--but he's not around.

1. well i have an integrated webcam on mine and it was already installed on my computer so thats probably what his was.
