How do I do those weird picture effects?

Anyone know how I do those weird picture effects? Like you know the one where it kinda becomes sepia and there's like diagonal lines running across the page...? And the one where everything turns into yellow, blue, red, and green color...? And the one where it gets all whitish and blackish "ghosty"? Are these Photoshop effects? Can you do it on Paint by any chance (or Facebook??) Please help! =D Please leave out the mean, unhelpful comments.
