How do i make my computer (picture) folder unique?

How do i make my folder like the one with the special features (with the blue arrows and rotation buttons)? I put a lot of pictures in a two separate folders. One folder is displaying my pictures with the cool special of 2 blue arrow signs and rotate clockwise and counterclockwise. My other folder is just displaying the images I uploaded with special features.
