Getting my laptop to display on the TV?

I have connected my laptop to my TV using an S - Video cable. I can get the display up on the TV and so i know the connection is correct. I cant change my laptop to display to more than 60hz refresh rate, and my TV is 100hz. The picture i have is fuzzy and has bars going up and down the screen slowly. Any ideas folks? Serious answers only please as ive spent 2hrs trying to sort this and it is startin to wind me up! Many thanks!

1. I wouldn't use an S-Video and just get a VGA cable in all honesty, they really do work a lot better than any other TV to PC cable. What OS are you using, vista or XP ?
2. If the TV is 100Hz then run your computer at 50Hz. (TVs use interlacing - too complicated to explain!) And find out what the screen resolution of your TV is (in the manual or on the web) and change your laptop to the same or a straight multiple.
