How do I send funny picture texts to peoples cell phones?

I always get these weird, funny animated texts from people. Its either a hippo dancing to funny music, or obama in his car bumpin his head to rap music on his way to the white house....Something like that! How do you send those to people? IS is free? Is there a website where u can choose from different pictures and send them or what?

1. usually, it is a very small (like 100 x 100 pixel) animated gif that is sent as an attachment with appropriate (or inappropriate!) text / music to accompany. It is a MMS message, basically.
