Dress in a gorilla suit and peer in people's windows. Gets 'em every time. Just be sure they don't have any guns in the house. It'd probably work with just about any Halloween mask?
Sneak up on them and give them a mild electric shock with those prank handshake things.

The funniest one of all time - though you may not think it was scary. 3 guys are driving down I95 toward FLA. The driver is driving his dad's car, so he won't let anyone else drive, even though he is getting tired. They stop at a rest stop and the 2 passengers get out and the driver dozes in his seat. Now the 2 passengers return and stage their prank: The guy riding shot gun gets back in the car while the other passenger climbs onto the hood of the car and lays across the windshield...when he is in position, the shot gun guy starts yelling and pushing the driver "Hey! LOOK OUT!" and the driver awakens to the terror - and the hillarity unfolds. Peace!
fill a cup with dry peas. put the cup on a metal tray just before bed time, fill the cup with hot water hide the cup and tray in their bedroom after a short while (ie as they are dropping off to sleep) the peas will swell and one buy one will fall on the tray this generates a strange sound that will scare them.
