how do you make your pictures look weird??? I NEED HELP.?

i mean i wanna make them look like paintings and stuff. i don't kno how to explain it. i need something that is also free tho.

1. well, it depends on the program on the computer you are using ... like, iphoto? or window's program or what?
2. Well you could get corel paint shop pro. In it you can add diffrent effects to photos such as making them look like drawing of sketches, you can also warp their faces(a perconal favorite)
