it was probably static either cut off that part of the pic or maybe photoshop well work
You may be able to crop the picture. Failing that you will have to use a clone stamp tool to clone a copy of parts of the background over the hair. You will need to do it in such a way that it looks like it hasn't been touched up. GIMP from http://www.gimp.org and Photoplus from http://www.freeserifsoftware.com can do it and they are both free.
